Senate Bill Prohibits Execution of Persons with Developmental Disabilities
Arc of Philadelphia Continues Legislative Action to Protect People with Developmental Disabilities from Execution. By an overwhelming margin of 45 to 3, the Pennsylvania Senate passed legislation that would prohibit the execution of people with developmental disabilities.

Nearly two years ago, an Arc/PDDC employee discovered Russell living in a house that had fallen into unsafe disrepair. His mother had died a few years before, and he and his brother, who have severe physical limitations, lived alone in the house they were raised in. It was clear they needed a little support. That is where Harry Scheirer came in.
