Donna Szamatowicz Bouclier

Director

Donna has 15 years experience under the tutelage of Alina, her daughter, and over 25 years experience in the field of developmental disabilities.   As the Director of the Arc of Philadelphia, her role is to connect with people. Donna serves on various national and local committees working to influence legislative policies and to increase the community’s knowledge of the abilities of people with disAbilities.  Her speaking engagements include such topics as “Ending the Institutional Bias in Medicaid” and “Supporting People to Communicate”.  She continues to write articles for the Philadelphia Mental Retardation Services-based Family Forum newsletter of which she remains a committee member. 

Donna is Co-President of the National Coalition on Self-Determination, a partnership of people with disabilities and families working together to change policies, to promote inclusion, and community; past Co-Chair of the Philadelphia Mental Retardation Services’ Public Awareness Committee; a board member of a local Supports Coordination agency, and a 12 year member of the Philadelphia Council of Concerned Families.  Donna is a graduate of Network’s Communication Mentors’ Course and is studying for certification as an Assistive Technology Practitioner (ATP).  She has been a guest lecturer at Arcadia University speaking about inclusion and communication abilities of people with disabilities.
