PA Secretary of Public Welfare Estelle Richman, is congratulated by Kathy Sykes, director of Philadelphia Mental Retardation Services; Donna Bouclier, director of The Arc of Philadelphia; and Bruce Hulick, executive director of The Arc of Philadelphia, after Richman testified about the "devastating effects" that the Senate Republican budget cuts would create for people with developmental disabilities, as well as all those on medical assistance. Rep. Mike Sturla convened the House Majority Policy Committee hearings at Temple University in order to hear testimony from advocates and officials.
